Development of capacities and skills necessary to use information on climate risks and to collaborate between public administrations

IHCantabria has designed an ambitious program to train the public administration as part of a Government of Malta initiative that represents a major step forward in mainstreaming climate change adaptation.

1. CHALLENGE

Malta faces increasing climatic and anthropogenic risks that require strengthening its capacities to improve climate resilient planning, optimize data governance and implement consistent and evidence-based climate risk assessments, thus turning adaptation policies and planning into practical operational actions. The challenge involves empowering the entire public administration with the tools, knowledge and skills to overcome data fragmentation and lack of coordination between entities.

2. SOLUTION

Specifically, policy and planning tools have been provided, together with an integrated platform to centralize relevant databases and convert complex data into useful knowledge for strategic decisions. Finally, it includes a training program focused on conveying essential information, concepts and procedures so that the staff of public entities can use the risk information platform to make  more solid decisions and improve the ability to clearly communicate those decisions.

3. RESULTS

The training program, is designed to equip different professional profiles with the practical skills and fundamental knowledge needed to effectively perform their duties within the Maltese public administration. The program includes courses for high-level decision-makers, flood or coastal erosion managers, technical staff with expertise in coastal climate risk calculation and assessment, or risk information managers and administrators.

This project is funded by the European Union via the Technical Support Instrument (TSI) and implemented by the EUCC in collaboration with its experts, in cooperation with the European Commission’s Reform and Investment Task Force (SG REFORM).
